The incident happened Saturday when three people were shot in Times Square over the weekend, including a 4-year-old girl out toy shopping with her family. Officer Alyssa Vogel first wrapped a tourniquet around the tiny leg of the shot girl to stop her bleeding before instinctively sprinting through Times Square to a waiting ambulance.
